WooCommerce splits shipping by region with shipping zones, and for many stores that's the right tool. But when rates depend on the destination and the weight and the order value at once, scattering them across zones gets hard to follow. Weight Based Shipping offers another way: keep a single table of rules where the destination is just another condition.
Scenario A A flat rate per country
Each rule targets its own country in the Destination column; the catch-all at the bottom is simply inverted — everywhere except the countries listed above it.
Example #1
Destination: United States.
Result: only the first rule matches — $5.00.
Example #2
Destination: Japan.
Result: no country rule matches, so the catch-all applies — $15.00.
Scenario B Free domestic shipping over a threshold
Destination combines freely with the other conditions. Here domestic orders ship free over $100.00 and cost $5.00 below it, while international orders always pay a flat $15.00 — a setup that would take three zones worth of configuration otherwise.

Destination: United States, order subtotal $120.
Result: the first rule matches — free shipping.
Example #2
Destination: Canada, order subtotal $120.
Result: the US rules don't match, the catch-all does — $15.00.
States and provinces work the same way: the Destination selector drills down into the regions of a country, so a rule can target, say, Alaska and Hawaii with their own rate.
