A note on the name
This is the documentation for Weight Based Shipping for WooCommerce, the plugin published on WordPress.org, and for its Pro edition sold here. WooCommerce.com sells a different extension with a similar name. If your WordPress dashboard shows a Shipping by Weight menu, that is the other one, and these pages will not match what you see.
